When you first reach Olivine City, Jasmine, the gym leader, is not in her gym. She is in the Lighthouse, taking care of the sick Ampharos, Amphy, who normally powers the Lighthouse at night.
Inside the Lighthouse, many trainers are waiting to battle. They use many Water and Flying types, so bring Electric types if you want easy wins. Navigating the Lighthouse can be a bit tricky the first time; in order to reach the top, you need to drop down the hole on the fourth floor, pictured in the screenshot below.
Once you reach the top, Jasmine will ask you to travel to Cianwood City to get medicine for Amphy. When you return to the Lighthouse with the medicine, Jasmine will return to her gym, and you can battle her.
